Hint 2: He was the last real ruler of his country.

Hint3: The country still exists.

Hint 4: a famous movie depicting an incident in the country's capital shows the chaos in the country a couple years after the dictator was overthrown.

It's Mohamed Siad Barre.
He was the last "official" president of Somalia that managed to actually govern the country.

New question:

What kind of fish is this?

Clue: It has recently developed a special relationship with Microsoft Windows.

Clue 2: It's often not a good idea to keep more than one of these, if you have an aquarium.

Clue 3: It shares a name with a certain kind of cat.

I can't find that exact picture, but it looks like it's a Soyuz-FG vehicle taking off from Baikonur.

To speculate a bit more, I'm guessing it's the Soyuz TMA-9 mission (ISS expedition 14) which launched from Baikonur on September 18 2006.
On its way back from the ISS it carried space tourist Charles Simonyi.

Wow - that's really good vuzman.
In the what question I wasn't looking for anything specific, but was expecting "soyuz" or launch-pad
the where answer was Baikonur, Kazakhstan.
If you would like to find out more about the picture, it's taken from the Kazakhstan wikipedia entry.

Your question

p.s. sorry I didn't confirm before. You seem to have posted the answer only minutes after my last check.

They are Brad Rearden (Image is from here), Brian Thompson and Bill Paxton and they all played "Punks" in The Terminator from 1984.
