Which Stadium?

This stadium was originally built for a World Cup, and opened the same year.

This stadium has rarely been sold out, mainly due to it's poor visibility and is now being demolished with plans of building a new smaller stadium.

It's name refers to it's nearby surroundings.

Though it's not in the process of being demolished (it's just been rebuilt) it fits all your other requirements, including being named after the neighborhood.

Wembley is a legitimate suburb on its own, even though the larger area is called Brent. Doesn't fit the other criteria though.
