well done, Jogvanth! I forgot about the question, so that's why I haven't been posting clues! But it seems, you don't need clues! 
The exact problem in the computer software, was that in binary numbers negative numbers are defined with a '1' as the first bit.
e.g. a 4-bit number 0011 is 3 in decimal-numbers, while 1110 is -2 in decimal-numbers. Without the negative definition, 1110 would normally give a decimal-number of 14. See the difference? 
The controls were defined by left = positive numbers and right was negative numbers. (not sure about it, but good enough for explanation!)
When the rocket steered right, the system correctly corrected the flight-path, but when the rocket steered left, the rocket thought it corrected the flight-path, but did instead steer more left... again detecting the rocket was tilting more to the left, the system 'corrected' harder, turning the rocket more, etc...
Finally, as Jogvanth stated, aerodynamics took over and pieced the rocket.
Space-faring rockets don't have a auto-destruction button... the extra explosives weigh too much!

The fine WAS 1.000 Deutch Marks, which would roughly translate into €450. This was back in 2k.
Taking inflatation and the move from DM to € into consideration, I'd guess the fine would be €500!

I beg to differ...
Mount Chimborazo, in Ecuador.
Everest is the highest above sea level, but because of the way the Earth bulges at the center, Chimborazo (6010 meters, or 20,600 feet above sea level) is the highest when measured from the center of the planet. To put it another way, it is the furthest out into space.
Since i answered my own question, I will be setting up a new one asap
